随着社会的不断发展，《刑法修正案（八）》的颁布，监狱内的形势也日益严峻，在押犯的构成也随之发生变化，同时罪犯矛盾也呈现出多样化和复杂化的趋势。由于受传统观念影响，监狱在刑罚执行中忽视了“治本”功效。因此，监狱作为刑罚执行的主体，一方面应及时化解狱内矛盾，确保监管安全；另一方面为贯彻落实监狱工作的“首要标准”，应切实提高罪犯的教育改造质量。
수착사회적불단발전，《형법수정안（팔）》적반포，감옥내적형세야일익엄준，재압범적구성야수지발생변화，동시죄범모순야정현출다양화화복잡화적추세。유우수전통관념영향，감옥재형벌집행중홀시료“치본”공효。인차，감옥작위형벌집행적주체，일방면응급시화해옥내모순，학보감관안전；령일방면위관철락실감옥공작적“수요표준”，응절실제고죄범적교육개조질량。
With the development of the society and the promulgation of the 8th Amendment of Criminal Law , the situation in prison is becoming increasingly grim and the composition of criminals in custody also changes ac -cordingly.What's more, the prisoner contradiction tends to be more diversified and complicated .Influenced by the traditional concepts , execution of punishment in prison does not pay enough attention to the effect of "dealing with those key problems".Thus, prison, as the subject of punishment execution , should timely conciliate varied con-flicts between criminals and ensure monitoring safety , and on the other hand , improve the education and reform of criminals for better implementation of "the primary criteria"in prison work .
