建立完善住宅建设用地使用权公平分配制度势在必行。当前我国住宅建设用地使用权的现状及存在的主要问题:数量呈现城乡双增长的态势,浪费严重;城镇国有住宅建设用地使用权价格居高不下,导致城市住宅价格一路上涨;城镇一户多宅现象十分突出。确立人均住宅建设用地使用权标准应考虑的因素:城市人口规模;经济社会发展程度;城乡之间;建筑气候区划;城市之间、城乡之间面积按确定系数折抵;住宅建设用地使用权来源。相关配套措施:开征住宅建设用地使用税;建立全国联网的不动产登记系统;建立健全农村集体宅基地使用权流转和退出机制;增加城镇建设用地规划和计划指标有效供给;整合相关税种。

This paper ifrst analyses the situation and major problems involved in the right to the use of housing land, these are:the number shows a growth trend in urban and rural areas, and causing severe waste;the price of the right to urban state-owned housing construction land use is still high, as a result, the price of urban house is rising steadily;and"one household, multiple housing lands"is common. On account of this, this paper offers some factors that we should be considered for establishing the standard of the per capita housing construction land use rights, these include:the size of urban population;the level of economic and social development;rural and urban;building climate demarcation;the area of interurban and urban and rural is commuted according to determination coefifcient;the source of housing construction land use rights. Supporting measures include:royalties of housing construction land should be imposed;nationwide network of real estate registration system must be set up;and transfer of the right to the use of the rural collective homestead and exit mechanism must be established. In addition, increasing planning indicators of urban construction land;and integrating the related items of tax.
