教育质量的高低与教师队伍的质量有密切关联，尤其与教师的专业水平密不可分。教师的专业水平的提高，校本课程开发是有效路径之一。校本课程开发更重视教师的专业水平提升，而不仅仅是开发课程文本。课程开发是手段，教师专业水平提升是目的。

교육질량적고저여교사대오적질량유밀절관련，우기여교사적전업수평밀불가분。교사적전업수평적제고，교본과정개발시유효로경지일。교본과정개발경중시교사적전업수평제승，이불부부시개발과정문본。과정개발시수단，교사전업수평제승시목적。
The level of education is closely interrelated with that of teaching staff ,esp .with the professional competence of teachers ,the enhancement of which can count on the school-based curriculum exploitation .The school-based curriculum devel-opment is far from being confined with the development of course books .It pays specific attention to the promotion of teachers’professional competence .The former can be deemed as the means ,while the latter ,the ultimate goal .
