DVB＋OTT是有线电视的机会，但是DVB＋OTT并没有做到三网融合，只是简单的切换，不能为用户进行定制，没有真正形成新的电视业态。对于地面数字电视来说，由于频谱的缺乏，其境况比有线电视更糟。提出超级地面数字电视的概念，其基本点是自适应广播和IP网络的融合。同时介绍了自适应广播的基本架构，给出了相应的实现算法和实现方法。超级地面数字电视不仅能够实现电视用户的业务量身定制，从而形成新的电视业态，也能够实现绿色低碳的地面数字电视，提高频谱使用效率。

DVB +OTT opportunity cable TV , but did not do the triple play , just a simple switch cannot be customized for the user , not really formed a new TV format .For terrestrial digital television , the lack of spec-trum causes the situation worse than cable .This paper proposes the concept of super terrestrial digital televi-sion, the basic point is the integration of adaptive broadcast and IP networks , while also carefully explained the basic structure of an adaptive broadcast , gives the corresponding algorithms and implementations .Super terrestrial digital television TV not only to achieve the users customized services , thereby forming a new televi-sion formats;green carbon can be realized in digital terrestrial television , but also to greatly improve the effi-ciency of spectrum use .
