构建了煤炭资源安全绿色高效评价指标体系,基于模糊隶属度函数评价方法,对陕西省陕北、渭北、黄陇3个煤炭矿区煤炭资源安全绿色高效开发水平进行了综合评价。结果表明:黄陇矿区安全绿色高效开发综合绩效最好,该矿区适宜进行煤炭资源大规模开发;陕北矿区由于环境承载力不足,资源开发与生态环境保护的矛盾较为突出,在煤炭开发规模不断加大的同时,需要加强生态环境保护与治理的力度;渭北矿区由于资源赋存和开发条件较差,安全和效率问题一直是制约矿区煤炭工业健康发展的主要问题,该矿区需要通过合理控制资源开发规模实现煤炭工业的健康可持续发展。

Constructing an evaluation index system for safe,green and efficient development of coal resources,based on the fuzzy membership function method,the paper makes a compre-hensive evaluation on the safe,green and efficient development level of coal resources in 3 mining areas of North Shaanxi,Weibei and Huanglong in Shaanxi Province.The results show that Huan-glong mining area's comprehensive performance is the best,and it is suitable for large-scale de-velopment of coal resources;in North Shaanxi,due to the weak environmental bearing capacity and the prominent contradiction between resource exploitation and ecological environment protec-tion,it needs to strengthen ecological environment protection when the coal development scale continues to increase;because of the poor resource hosting and development conditions in Weibei mining area,the security and efficiency are the maj or problems restricting the healthy develop-ment of its coal industry,so it needs to reasonably control the resources development scale so as to realize the sustainable development of the coal industry there.
