河北省农民合作组织经过20多年的发展，在农民增收、农业增效方面发挥了重要作用。但由于受农民管理人才短缺、融资困难和优惠政策不配套等因素的制约，影响了农民合作组织的进一步发展。为此，应强化政府的职责，培养农民优秀带头人，完善有关法律、法规体系，优化融资环境，发展多种形式的合作组织，培育综合性农业合作社。
