以旅游业上升为国家战略性支柱产业为契机，以科学发展观提出的城乡统筹发展为出发点，在研究城乡统筹与旅游协调发展的基础上，综合中国经济社会发展现状，提出了中国全域旅游发展构想。城乡旅游联动发展是统筹的关键切入点，途径在于资源整合、创新，任务在于产业融合、优化；城乡统筹的难题为全域旅游发展提供了契机，全域旅游发展是城乡统筹的重要途径和有力保障，“美丽中国之旅”建设是两者的结合点。基于城乡统筹视阈提出全域全产业链的“大城小镇嵌景区”旅游发展模式，并明确了其建设路径。

Taking the tourism industry which has become a strategic pillar industry of the China as an opportunity, and the urban-rural coordination of the scientific outlook on development as a starting point,and based on the analysis of coordinated development of urban-rural coordination and tourism development,and according to the economic and social development of China,the author puts forward the conception of integral tourism of China. Urban-rural tourism coordination is an important starting point of urban-rural coordination,and the way of it is integration and innovation of resources,and its task is integration and optimization of industry. Difficulty of urban-rural coordination provides an opportunity for the integral tourism,and the integral tourism is an important way and a powerful guarantee for urban-rural coordination,and construction of“Beautiful China Tour”combines two things together. From the coordinated perspective of urban-rural the author proposes an entire and whole industry chain“big city small town with scenic spot”development model of integral tourism development of China,as well as the construction path of integral tourism development of China.
