在新公共管理思想的影响之下,将市场绩效纳入公部门管理的方式已成为改革潮流。台湾公立医院的改革工作,也是围绕这个核心思想来进行的。台北市立联合医院的成立,是将台北市的十家公立医院进行合并,成为一家台湾规模最大的公立医院,旨在通过层级的治理模式,强调公部门监管的角色,利用资源整合互补,达到降低成本、提高绩效的目标,发挥规模经济的优势,同时加强公立医院的品质和竞争力。从台北市立联合医院的改革经验来看,改革成效的关键在于行政效能是否得以很好的发挥以及行政权力的使用。因此,公部门应体认本身角色的转变并且因应不同的需求,采取不同的治理模式,思考如何从制度和管理层面富有弹性地去因应,为公立医院的治理寻求一个更富有弹性和可行性的改革模式,发挥公部门善治的效能。
在新公共管理思想的影響之下,將市場績效納入公部門管理的方式已成為改革潮流。檯灣公立醫院的改革工作,也是圍繞這箇覈心思想來進行的。檯北市立聯閤醫院的成立,是將檯北市的十傢公立醫院進行閤併,成為一傢檯灣規模最大的公立醫院,旨在通過層級的治理模式,彊調公部門鑑管的角色,利用資源整閤互補,達到降低成本、提高績效的目標,髮揮規模經濟的優勢,同時加彊公立醫院的品質和競爭力。從檯北市立聯閤醫院的改革經驗來看,改革成效的關鍵在于行政效能是否得以很好的髮揮以及行政權力的使用。因此,公部門應體認本身角色的轉變併且因應不同的需求,採取不同的治理模式,思攷如何從製度和管理層麵富有彈性地去因應,為公立醫院的治理尋求一箇更富有彈性和可行性的改革模式,髮揮公部門善治的效能。

Under the influence of new public management, there is a reform tend that brings the market performance into the pub-lic sector management. The public hospital reform work in Taiwan also focus on this core idea. The establishment of Taipei City Hospital, is to merge ten public hospitals in Taipei City, which becomes the largest public hospital in Taiwan. The purpose of the reform is empha-sizing the public sector regulatory role through the hierarchy model of governance, using the integration of resources complementary to reduce the cost and improving the performance to bring the advantage of scale economy, and strengthen public medical quality and com-petitiveness in the mean while. From the reform experience of Taipei City Hospital, the key lies in whether the reform of administrative efficiency to play well and the use of administrative power. Therefore, the public sector should recognize their role and adopt different modes of governance according to the different needs, and think flexibly from the system and the management level, so that the public sector can help public hospital to find a elastic and feasible way of the reform mode, and develop the efficacy of good governance.
