立足于市政管理移动监察系统的研发过程，对组成系统的智能移动终端、云平台服务、GIS系统三个模块的建设过程进行了详细的阐述。文中详细的描述了三个模块的设计思路、功能分析和技术特点，对市政管理移动监察系统在实际中的应用进行了说明。通过对系统建设过程的分析，对当前智慧城市和智慧市政的建设理念进行了探讨。

This article is based on the municipal administration during the development of mobile surveillance sys -tem,for a system consisting of intelligent mobile terminals ,cloud platform services,GIS system,the process of building three modules were elaborated .This paper describes in detail the design idea of three modules ,functional analysis and technical characteristics of the municipal management mobile surveillance system in the practical application are de -scribed.Through the analysis of the process of building the system ,and the wisdom of the current smart city municipal building concept was discussed .
