伴随着国民经济持续发展以及收入分配制度的改革，国内外旅游市场发生了诸多变化。我国旅游产业的发展已经进入了转型时期，旅游产业的转型升级成为经济发展的客观要求和增强旅游业竞争力的必然选择。本研究在对旅游产业转型升级基本内涵进行剖析基础上，分析了旅游产业发展环境，阐述了其转型升级的必要性，并针对黑龙江省旅游产业自身存在的问题，提出了相应转型升级对策。

With the sustained development of the national economy and the reform of the income distribution sys-tem, domestic and international tourism market has changed a lot. China’s tourism industry has entered a transi-tion period, Transformation and upgrading of the tourism industry has become the objective requirement of econom-ic development, is the inevitable choice of enhancing competitiveness of tourism industry, and also an effective way to realize sustainable development of tourism. This paper analyzes on the basic connotation of tourism industry transformation and upgrading, and the external and internal environment for the development of tourism industry in Heilongjiang Province, also expounds the necessity of the transformation and upgrading. On the study, based on their own problems of Heilongjiang Province, it proposed appropriate measures to transformation and upgrading.
