改革开放以来我国的高等教育快步进入了高等教育大众化阶段。地方高校与区域发展形成了良性互动的关系，地方高校的发展得益于高校所在地的社会、经济、文化的发展，得益于地方政府对于高等教育的大力支持。地方高校自然地以服务地方、促进区域发展为本职，在自我发展中为地域的经济发展、科技创新、文化繁荣等起到了很大的推动作用。
