为了能够科学、客观地评价苏北水利现代化发展水平,在江苏省水利基本现代化指标体系的基础上,采用基于变异系数权重的TOPSIS法计算出现状评价指标权重,综合现状评价指标权重和江苏省水利基本现代化评价指标权重,对各指标权重进行重新赋权,进而综合评价苏北地区6个典型县的水利现代化水平,以验证其合理性。研究结果表明,新权重下的指标体系深入剖析了苏北地区的特点和发展需求,紧密联系苏北地区的水利发展现状,对于苏北地区实现水利现代化的目标具有一定的指示与导向作用。
為瞭能夠科學、客觀地評價囌北水利現代化髮展水平,在江囌省水利基本現代化指標體繫的基礎上,採用基于變異繫數權重的TOPSIS法計算齣現狀評價指標權重,綜閤現狀評價指標權重和江囌省水利基本現代化評價指標權重,對各指標權重進行重新賦權,進而綜閤評價囌北地區6箇典型縣的水利現代化水平,以驗證其閤理性。研究結果錶明,新權重下的指標體繫深入剖析瞭囌北地區的特點和髮展需求,緊密聯繫囌北地區的水利髮展現狀,對于囌北地區實現水利現代化的目標具有一定的指示與導嚮作用。

In order to scientifically and objectively evaluate the level of modernization of water conservancy development in northern Jiangsu Province, on the basis of the index system of water conservancy modernization of Jiangsu Province, the TOPSIS method based on the weight of the variation coefficient was used to calculate the weights of current evaluation indices. In comprehensive consideration of the weights of the current evaluation indices and the evaluation indices of water conservancy modernization of Jiangsu Province, the indices were weighted again, in order to comprehensively evaluate the water conservancy modernization of six typical counties in northern Jiangsu Province and to verify the rationality of the method. The study results show that the index system with new weights thoroughly reflects the characteristics of northern Jiangsu Province and meets the region's development requirements, and it is closely related with the present situation of water conservancy development in northern Jiangsu Province, providing guidance for the water conservancy modernization in this region.
