总结了国际及主要发达国家的智能运输系统(ITS)标准的制定过程及特点,其制定热点随着技术发展及应用需求不断变换。在分析研究国际及发达国家ITS标准化的基础上提出了我国ITS标准体系,论述了标准体系的层次结构和标准要素集群,总结了我国相关标准化研究、标准制定情况及标准在推动技术应用方面的作用。我国相关工作虽然起步较晚,但有自己的思路和特色,标准化对推动ITS发展、节省投资等发面发挥了显著的作用。在电子不停车收费领域,制定了适应我国需求的双片式电子收费标准,并建立了配套的标准符合性检测系统,从而促进了技术进步和民族产业的发展。最后对我国智能运输标准的未来发展方向提出了建议。

This paper summarized the characteristics and standardization process of Intelligent Transport Systems (ITS) around the world especially in some major developed countries. Hot spots of standardization change in line with technological development. Based on the analysis of the ITS standardiza-tion process worldwide and that in developed countries of, this paper discusses the hierarchy of standards and standard elements cluster, sums up relevant standardization research, standards development in China and the role of standards in the promotion of case technology applications. Although researches in the field in China starts late, they have been endowed with unique ideas and characteristics. ITS standardization played a significant role to promote the standardization of ITS development, and save investment. The field of electronic toll collection has witnessed the establishment of the standards to adapt to the needs of two-piece electronic payment in the country, and that of the compliance test system, which contributed to the development of technological progress and national industry. In the last part of the paper, the direction for the future Intelligent Transportation standards is proposed.
