Mobile-learning is a new way of learning which is along with the development of wireless communication technolo-gies and the progress of mobile computing technologies. It benefits the learning of digital natives and lifelong learning requirements. However, learning resources have a direct effect of Mobile-learning. Therefore, developing learning resources such as text, images, audio, video, learning platform WAP education website and so on, which corresponds to the characteristics of mobile-learning, is very important for promoting the development of mobile-learning based on miniature theory of learning, activity theory and behav-iorist learning theory.
