政策执行困境是欠发达地区民营经济发展面临的主要现实障碍。采用实地调研方法，以湖南省邵阳市民营企业为主要调研对象，实证分析邵阳民营经济政策执行困境的现状特点及问题成因，提出加快政府职能转变、整合政企利益、优化政策制定程序、实施长效监管机制等政策建议。
政策執行睏境是欠髮達地區民營經濟髮展麵臨的主要現實障礙。採用實地調研方法，以湖南省邵暘市民營企業為主要調研對象，實證分析邵暘民營經濟政策執行睏境的現狀特點及問題成因，提齣加快政府職能轉變、整閤政企利益、優化政策製定程序、實施長效鑑管機製等政策建議。

Policy implementation dilemma is the main practical obstacle to the private economy in less-developed regions.Based on a survey of private enterprises in Shaoyang City, Hunan Province, an empirical research is conducted to analyze the current characteristics and causes of the private economy policy implementation dilemma.A series of policy countermeasures is put forward including promotion of the transformation of governmental functions, integration of the interest relationship in gov-enterprise, optimi zation of policy-making procedures and establishment of a long-term regulation mechanism.
