广播组织权的立法关系到广泛的利益主体，包括国内的、也包括国外的。国内立法的完善，离不开国际立法的导向，国际立法亦需要各方的协调。我国从1990年的《著作权法》开始就对广播组织权作出了规定，在《著作权法》的第三次修改草案中，对广播组织权进行了修改。但是，对于在网络环境下的广播组织所面临的发展困境等问题，立法上有进一步完善的空间，在广播组织权制度完善的同时仍然要坚持利益平衡原则。
廣播組織權的立法關繫到廣汎的利益主體，包括國內的、也包括國外的。國內立法的完善，離不開國際立法的導嚮，國際立法亦需要各方的協調。我國從1990年的《著作權法》開始就對廣播組織權作齣瞭規定，在《著作權法》的第三次脩改草案中，對廣播組織權進行瞭脩改。但是，對于在網絡環境下的廣播組織所麵臨的髮展睏境等問題，立法上有進一步完善的空間，在廣播組織權製度完善的同時仍然要堅持利益平衡原則。
엄파조직권적입법관계도엄범적이익주체，포괄국내적、야포괄국외적。국내입법적완선，리불개국제입법적도향，국제입법역수요각방적협조。아국종1990년적《저작권법》개시취대엄파조직권작출료규정，재《저작권법》적제삼차수개초안중，대엄파조직권진행료수개。단시，대우재망락배경하적엄파조직소면림적발전곤경등문제，입법상유진일보완선적공간，재엄파조직권제도완선적동시잉연요견지이익평형원칙。
Broadcasting organization right legislation is related to a wide range of stakeholders, domestic and abroad.The improvement of the domestic legislation is affected by the international legislative orientation.And in another way, international legislation also needs the coordination of all parties.The Copyright Law in 1990 ruled the right of broadcasting organization as the first time in China.There are some changes on the right of the broadcasting organization at the third revision of China's Copyright Law.But there is further space for improvement in the broadcasting organization in networking situations.It's also essential to adhere to the principle of interest balance in improving the rules of the broadcasting organization right.
