集体林权是指森林、林木、林地属于集体的所有权和使用权，具有产权的一般特性。现行集体林权制度存在着诸多实际问题。完善的自主经营权是集体林权制度改革的重点，排他性占有是集体林权制度改革的关键。必须构筑集体林权配套改革的长效机制，完善集体林权保护的法律制度。

집체림권시지삼림、림목、임지속우집체적소유권화사용권，구유산권적일반특성。현행집체림권제도존재착제다실제문제。완선적자주경영권시집체림권제도개혁적중점，배타성점유시집체림권제도개혁적관건。필수구축집체림권배투개혁적장효궤제，완선집체림권보호적법률제도。
Collective forestry property rights mean the rights to own and use the forests, woods and woodlands all belong to the collectivity. This kind of rights has the ordinary character of general rights. But this system also has some problems on realistic issues. Complete independent managing right is the focus of the reform, and the exclusive ownership is the key point of the reform. There must be a long-term effective mechanism to be established to support the reform, and to improve legal issues to guarantee the success of the reform.
