转型期国企领导人制度行政化的实践弊端日渐显现,已经成为完善国有企业现代企业制度、健全公司法人治理结构的主要掣肘。推行国企领导人制度“去行政化”改革,必须坚持党管干部原则,准确把握“去行政化”的实践要求,处理好增量改革与存量改革的关系,在国企分类管理前提下,逐步建立与社会主义市场体制与现代企业制度相适应,权责明确,能进能出,能上能下,收入能增能减的选人用人新机制。
轉型期國企領導人製度行政化的實踐弊耑日漸顯現,已經成為完善國有企業現代企業製度、健全公司法人治理結構的主要掣肘。推行國企領導人製度“去行政化”改革,必鬚堅持黨管榦部原則,準確把握“去行政化”的實踐要求,處理好增量改革與存量改革的關繫,在國企分類管理前提下,逐步建立與社會主義市場體製與現代企業製度相適應,權責明確,能進能齣,能上能下,收入能增能減的選人用人新機製。

During the transition period, the practical ills of leader system's bureaucratismlization in SOEs have been in-creasing become apparent, which prove to be the main impediments in improving modern enterprise system and refining cor-porate governance structure of SOEs. In an effort to carry through de-administration of leader system in SOEs, we must insist on the principle of human resources under the Party leadership, correctly grasp the practical requirements of de-administration, properly deal with the relation of incremental reform and storage reform, and then set up an new mechanism of selecting and assigning enterprise leaders pursuant to socialist market economy and modern enterprise system, which should bear the char-acteristics such as clear responsibility, able to enter and exit, able to work up and down, able to be paid more or less ac-cording to performance.
