在以《食品安全法》为食品安全管制基本制度的背景下，分析地方政府食品安全管制的难点及其产生机理，从政府监管体系、法规保障体系、技术支持体系、社会参与体系4个子系统入手，构设“政府主导、法规保障、技术支持、社会参与”四位一体的地方政府食品安全管制体系及其运行机制，提出改革与完善的思路和政策建议。
在以《食品安全法》為食品安全管製基本製度的揹景下，分析地方政府食品安全管製的難點及其產生機理，從政府鑑管體繫、法規保障體繫、技術支持體繫、社會參與體繫4箇子繫統入手，構設“政府主導、法規保障、技術支持、社會參與”四位一體的地方政府食品安全管製體繫及其運行機製，提齣改革與完善的思路和政策建議。
재이《식품안전법》위식품안전관제기본제도적배경하，분석지방정부식품안전관제적난점급기산생궤리，종정부감관체계、법규보장체계、기술지지체계、사회삼여체계4개자계통입수，구설“정부주도、법규보장、기술지지、사회삼여”사위일체적지방정부식품안전관제체계급기운행궤제，제출개혁여완선적사로화정책건의。
Based on the framework of social control theory and the institutional background that applying Food Safety Law as fundamental system of food safety regulation, this article analyzes the difficulties of food safety regulation by local govern-ments and the reasons, starting with four sub-systems as government supervision system, regulations protection system, technol-ogy support system and society participation system, and brings up the establishment of four-in-one food security regulation system by local government that dominated by government, safeguarded by regulations, supported by technology and involving in society. The article also makes suggestions of reform, thorough approaches and relative policies in light of existing problems of the four sub-systems.
