自主创新是高新技术产业生存和发展的命脉。本文应用DEA模型,从综合技术效率、纯技术效率和规模效率三个方面对我国高新技术产业2004~2011年的自主创新效率进行分析。研究发现:我国高新技术产业的自主创新效率总体上不太乐观,综合技术效率不高;相对于纯技术效率而言,规模效率相对较高,且绝大多数处于规模收益递减区间;样本期间,影响高新技术产业综合效率值下降的最主要原因来自于规模效率。

Innovation is the lifeblood of high-tech enterprises to survive and development. In this paper, using DEA mod-el, we analysis three aspects of China's high-tech enterprise independent innovation efficiency of 2004-2011: comprehensive technical efficiency, pure technical efficiency and scale efficiency. The research shows that: in general, the efficiency of inde-pendent innovation of China's high-tech industry isn't optimistic, and the comprehensive technical efficiency is not high; rela-tive to the pure technical efficiency, scale efficiency is relatively high, and the vast majority are in the diminishing interval of returns to scale; during the sample period, the decreasing of comprehensive technical efficiency mainly due to the decreasing in the value of scale efficiency.
