文章从地方本科高校的办学条件、办学定位和人才培养目标探讨了地方本科高校构建“卓越工程师教育培养计划”质量保障体系的特殊性和必要性。结合学校实际和自动化本科专业“卓越工程师教育培养计划”人才培养方案，从组织保障、教学质量保障、师资队伍保障和政策保障措施等方面对地方本科高校构建“卓越工程师教育培养计划”质量保障体系进行了论述。

This paper takes the present situation ,school orientation and training objectives as the research background ,expounds the particularity and necessity of constructing the quality assurance system for ‘a plan for educating and training outstanding engineers’ in local universities.Combining with practical work in our school and the talent training scheme of automation spe-cialty for ‘a plan for educating and training outstanding engineers’ ,the quality assurance system for ‘a plan for educating and training outstanding engineers’ in local universities are constructed and described ,which including the organizational assurance , teaching quality assurance ,teachers team assurance and policy assurance.
