科技资源开放共享是全面实施创新驱动发展战略、推动产学研用协同创新的重要举措，也是科技资源建设与发展的必要手段。本文在对科技资源开放共享存在的主要问题及其成因进行分析的基础上，对科技资源开放共享的发展思路及其推进机制进行了研究，提出若干对策建议。同时也对科技信息资源开放共享中开发利用能力的提升作了初步探讨。
科技資源開放共享是全麵實施創新驅動髮展戰略、推動產學研用協同創新的重要舉措，也是科技資源建設與髮展的必要手段。本文在對科技資源開放共享存在的主要問題及其成因進行分析的基礎上，對科技資源開放共享的髮展思路及其推進機製進行瞭研究，提齣若榦對策建議。同時也對科技信息資源開放共享中開髮利用能力的提升作瞭初步探討。

Sharing S&T resources is the necessary means for constructing and developing S&T resources as well as the important measure to carry out development strategy of innovation driven and promote industry, university, research and application to make innovations coordinately. Based on the analysis of the main problems and causes of sharing S&T resources, this article mainly focuses on the research of the development thought and promotion mechanism in order to bring forth a certain number of strategies. Moreover, this article discusses about how to promote the development ability of Sharing S&T resources preliminary.
