该文建立包含现实竞争力和潜在竞争力的指标体系,综合运用主成分分析法、资产负债表法与模拟分析法,分析新疆农副食品加工业竞争力现状与发展潜力。研究表明:新疆农副食品加工业资本竞争力较强;市场竞争力和产业创新能力较低;强化投资水平,提升市场化水平和资源利用效率是提升新疆农副食品加工业竞争力的基础;生产效率、管理水平、科技投入与出口能力较低是制约新疆农副食品加工业竞争力的瓶颈因素。该文提出应当通过培育龙头企业提升新疆农副食品加工业国际竞争力,以技术创新带动农副食品加工业优化升级,以人才队伍建设保障农副食品加工业优质人力资源的需求。

This paper constructs an index system including both real and potential competitiveness to analyze the current situation and potentials of agricultural and non-staple food processing industry in Xinjiang by principal component analysis, balance sheet approach and simulation analysis. Conclusions are as follows. The capital competitiveness of this industry is strong, while the competitiveness in market and innovation is weak. The basis of enhancing competitiveness lies in raising investment, enhancing marketization level and efficiency of resource utilization. The bottlenecks of raising competitiveness are the production efficiency, management level, the science and technology input and the weak export capacity. Furthermore, this paper puts forward some countermeasures including enhancing the international competitiveness through cultivating leading enterprises, promoting technology innovation to optimize and upgrade this industry, and satisfying the demand of high quality human resource through talent team construction.
