党的十八大报告指出：加快走出去步伐，增强企业国际化经营能力，培育一批世界水平的跨国公司。稳步推进利率和汇率市场化改革，维护金融稳定。2014年4月25日，国家外管局印发了《跨国公司外汇资金集中运营管理规定(试行)》，使跨国公司能充分利用国际国内两个市场，统筹资金使用，高效配置资源，更能有效防范外汇风险。当前，跨国公司外汇资金集中运营试点已经进行了近三年，取得的效益有目共睹，但跨国公司施行外汇资金集中运营的风险却需要进一步探究。

As the 18th CPC report said:Chinese companies should expand overseas presence at a faster pace, enhance their opera-tion in an international environment, and develop a number of world-class multinational corporations. We should take steady steps to make interest rates and the RMB exchange rate more market-based and ensure financial stability. The State Administration of Foreign Exchange issued a″Management Regulations of Foreign Exchange Funds from Multi-National Corporation (Trial)″on April 25, 2014, so that multi-national corporations can take advantage of both domestic and international markets, coordinate the use of funds, deploy resources effectively, and guard against foreign exchange risk more effectively. Currently, the foreign exchange funds centralized-op-eration pilot of multi-national corporations has been carried out in recent years, and made obvious benefits. But it needs further dis-cussion.
