南水北调中线工程是我国水资源优化配置的一项战略性基础工程。该工程的兴建能够极大改善京津及华北地区水资源短缺的状况,但同时也会改变汉江流域的天然水文情势,造成流域外调水与流域内用水的矛盾,并且加剧流域内上下游间的蓄泄矛盾、河道内外用水及不同地区和部门间竞争性用水的矛盾等。着眼于全流域的水资源供需矛盾,综合考虑汉江流域内主要水源、主要用水单元及水利工程的运行及联合调度,建立了汉江流域水资源联合调度模型。利用该模型模拟了汉江流域典型年的水资源供需状况,为汉江流域水资源统一配置决策以及南水北调工程可调水量分析提供了方便实用的科学工具和仿真平台。

The Middle Route Project of South-to-North Water Diversion is a strategic foundation project for optimal water re-sources allocation in China. The project construction will greatly mitigate the water shortage of Beijing, Tianjin and north China. But at the same time, the project will change the natural hydrological regime and causes the conflict of water use inside and out-side the basin, sharpening the contradictions of storage and discharge between upstream and downstream in the basin and compet-itive water use inside and outside the river and among different industries, etc. In the view of the water supply and demand con-tradiction of the whole basin and considering the main water sources, water use units as well as the operation and joint regulation of water resources projects in the basin, the joint water resources regulation model for Hanjing River Basin is established and wa-ter resources supply and demand condition in typical year in the basin is simulated. The model provides a convenient and scientif-ic tool and simulation platform for decision making of united water resources allocation in Hanjiang River Basin and analysis of po-tential water quantity of the Middle Route Project of South-to-North Water Diversion.
