为优化汉江水源地汉中地区各行政区污染物排放量,使其与社会经济发展更匹配,在充分考虑汉中地区各区域自然和经济等差异的基础上,选取与污染物排放紧密相关的指标,利用单位指标负荷水污染物的信息熵值来度量区域发展的不平衡,并用熵值法确定各项指标的权重,建立了最大信息熵加权和的优化分配模型,最后利用智能和声搜索算法求出更公平和可行的总量分配方案。分析结果表明:该分配方法能够考虑各区域自然与经济的实际差异情况,并量化了多种公平准则,是一种合理可行的流域内不同区域间的水污染物总量分配方法。

In order to optimize pollutant emission amount of various administrative areas of Hanzhong water sources area of Hanjiang River and make pollutant emission match the social and economic development more well, on the basis of fully consider-ing natural and economic differences in Hanzhong area, this article chooses some indexes that are closely tied to the emission of the water pollutant and uses the information entropy of the water pollutant of each unit index to measure the development imbal-ance among different areas. The entropy evaluation method is used to compute the weight of each index and then the model based on the maximum sum of weighted information entropy is established. Finally, the intelligent harmony search algorithm is used to obtain the fairer and feasible total amount allocation program for water pollutants. The analysis results show that this method can quantify various fairness standards with considering the actual differences between areas and is reasonable for pollutant emission allocation with more fairness and feasibility between different areas in a basin.
