在社会运行中,不同的组织有不同的组织定位。由于外部需求的变化、相互竞争等因素的作用,组织本身也不断改变自己的形态。在高校绩效考核实践中,有些指标的考核是常态的,有些指标的考核则是相对模糊和难以操作,如对职能部门的考核。摒弃常态熟悉的评先进等办法,建立一套考核体系,确定组织目标,对整体目标按类别分解为不同职能部门的任务,对完成任务程度进行分数认定,按照每个职能部门的得分,对职能部门任务进程进行排队,得出名次。当任务分解清楚,不同的职能部门以专业化的形式传达和运行着组织的目标任务时,当考评的指标与组织的整体发展目标要求相吻合时,其积极作用是不可估量的。

In the social operation,there are different locations for various organizations.Due to external changes and mutual competitions,organizations themselves are also constantly changing their structures.In the practice of performance evaluations of colleges and universities,some evaluation indexes are normal and some are relatively vague and difficult to be dealt with,just like the evaluation of the functional department is shown.The normal and traditional way for selecting the models is deserted and a whole set of evaluation system is established to define the target of organization,break down into the tasks of the functional departments according to the categories of the general goal,determine the scores by means of the extent of task completion,and finally make the rankings of functional departments based on their scores and task process.When the tasks are decomposed clearly,the task goals of the organization are conveyed and operated by different functional departments in the form of specialization,and the evaluation indexes go with the general development goals of the organization,the positive effects will be immeasurable.
