从目前高校科研经费管理存在的主要问题入手，基于绩效预算的管理思想，将科研成果视为一种产品，从“购买”角度试构建一种新的科研经费管理方法，重点强调对科研经费的立项控制和结题控制，以使高校科研经费管理更加科学化。

From the main problems of the funds management of scientific research in colleges and universities, based on the management thinking of performance budgeting, the author considers the scientific research as a product, from the perspective of "purchase", try to build a new of scientific research funds management method, focuses on the project approval control and conclusion control, to make the funds management of university scientific research more scientific.
