国家兴旺和社会发展始终离不开德能兼备的人才和惠民泽世的权力。然而人性固有局限，权力趋向腐败，几成定律，故而人和权力的关系构成了国家政治安全的重要范畴。基于此机理与逻辑基点，法治国家和民主社会始终必定以权力可能导致的人之欲望泛滥为预设前提，而建立起与之相适应的制衡体系和制约规范。以期将权力有效地控制起来，迫使其尽职善为而避免其徇私作恶，最大可能地遏制权力寻租的生发机率，最大化维护公权廉洁性。然则，纵观国内外反贪治腐的实践，至少给我们留下了这样的启示：强化行权官员的职业伦理养成，提高官员自律水平，当然对促进官员廉洁奉公品格的养成是必要的、不可或缺的，但任何时候绝不能夸大其教化和自律作用，更不能高估其持久价值和实际效能，反腐兴廉的持久绩效必须以专门法律为利器，以民主法治为保障，以有效监督为保证，以信息技术为支撑。

National prosperity and social development must rely on people that have both ability and political integrity and good power .But it is a rule that power tends to lead to corruption with the limitation of human nature . The relationship between man and power constitutes an important category of national political safety .Based on this logic start ,the construction of a country under the rule of law and democracy must consider a system of checks and balances to power corruption . By this system ,we hope to control power effectively and to be loyal to the duties .So ,we can reduce the probability of power-rent-seeking and maximize the maintenance of integrity of public power . According to the anti-corruption practice at home and abroad ,we get the following inspiration :it is necessary to develop officials’ honest character that strengthen the official occupation ethics and improve the official self-discipline .But we can never exaggerate the role of self-discipline at any time .In long run ,we must take special law as the weapon in the course of fighting corruption and advocating probity . In this course , we must rely on democracy and the rule of law , effective supervision and information technology .T he above is the axiom .
