合肥应以底线公平为基本理念，以社会保障建设与经济发展相促进、确保经济增长的活力和效率为原则，建立城乡统筹、统一而非人为割裂的社会保障制度。主要包括建立完善的以最低生活保障为核心的合肥市社会救助体系，建立覆盖全市城乡人口的基本养老和大病统筹的基本医疗保险制度，从而基本建成“底线公平的社会保障制度模式”，努力使全市城乡居民享有“老有所养、病有所医、困有所扶、少有所学、住有所居”的美好生活。
閤肥應以底線公平為基本理唸，以社會保障建設與經濟髮展相促進、確保經濟增長的活力和效率為原則，建立城鄉統籌、統一而非人為割裂的社會保障製度。主要包括建立完善的以最低生活保障為覈心的閤肥市社會救助體繫，建立覆蓋全市城鄉人口的基本養老和大病統籌的基本醫療保險製度，從而基本建成“底線公平的社會保障製度模式”，努力使全市城鄉居民享有“老有所養、病有所醫、睏有所扶、少有所學、住有所居”的美好生活。
합비응이저선공평위기본이념，이사회보장건설여경제발전상촉진、학보경제증장적활력화효솔위원칙，건립성향통주、통일이비인위할렬적사회보장제도。주요포괄건립완선적이최저생활보장위핵심적합비시사회구조체계，건립복개전시성향인구적기본양로화대병통주적기본의료보험제도，종이기본건성“저선공평적사회보장제도모식”，노력사전시성향거민향유“로유소양、병유소의、곤유소부、소유소학、주유소거”적미호생활。
Hefei must regard baseline equity as the basic ideology,take balancing the social security and economic development as a matter of principle, which doesn't harm the regional economic growth and efficiency, and make efforts to establish a united but not an artificially split social security system for urban and rural areas. At last the urban and rural residents should be given basic security, including a perfect social aiding system focusing on subsistence allowances, a basic endowment insurance system and medical system based on comprehensive arrangement for serious disease for overall urban and rural areas, so as to construct a social security mode with equity baseline and realize a happy life for overall urban and rural residents in aspects of endowment, medical, educational and housing system.
