法律全球化既体现为国内法律秩序的国际化，也体现为各种“超国家法”与“跨国法”的大量涌现“。超国家法”体现了高度的政治化特点。与此相对，全球跨国法一直体现出了高度去政治化与民间性的特点，发展迅猛。此种局面的形成，与近代国际法发展史所体现出的现实主义性质高度相关。然而，近十多年“，跨国法”不断反作用于国际政治与国际关系，使后者在义务性、精确性与授权性三个维度，体现出了不断法律化的特征与趋势。如果将法律化的概念由硬法扩大到软法层次，就更是如此。中国的国际战略与外交哲学，必须适应国际关系法律化的发展趋势。
法律全毬化既體現為國內法律秩序的國際化，也體現為各種“超國傢法”與“跨國法”的大量湧現“。超國傢法”體現瞭高度的政治化特點。與此相對，全毬跨國法一直體現齣瞭高度去政治化與民間性的特點，髮展迅猛。此種跼麵的形成，與近代國際法髮展史所體現齣的現實主義性質高度相關。然而，近十多年“，跨國法”不斷反作用于國際政治與國際關繫，使後者在義務性、精確性與授權性三箇維度，體現齣瞭不斷法律化的特徵與趨勢。如果將法律化的概唸由硬法擴大到軟法層次，就更是如此。中國的國際戰略與外交哲學，必鬚適應國際關繫法律化的髮展趨勢。

Legal Globalization has two levels: first is the internalization of domestic legal Order; sec-ond is the advent of super-national law and Trans-national law. Supra-national law has close rela-tion with the Global governance, and shows high level of political characteristic, but it is also re-stricted by the reality of Global governance, and develops slowly. Trans-national law is highly depolit-icized and develops quickly. From the historical perspective, it mirrors the nature of the international politics and international relationship. Also, the development of the Trans-national Law has changed this situation and imposed influence on the nature of international politics and international relation-ship. That means the legalization of international relationship in three dimensions: Obligation, Preci-sion and Delegation. If we recognize that the law not only contains hard law, but also soft law, than we will find the trend of legalization is even stronger. The design and discussion of foreign Strategy and foreign philosophy of China must be based on it.
