交通工程环境影响评价中噪声增量应控制在怎样的水平可被人体所接受,是个值得探讨的问题。在总结《声环境质量标准》制定原则基础上,分析人体听觉对噪声变化量的响应,给出美国联邦运输部对轨道交通噪声增量的规定,结合噪声监测中存在的综合不确定度计算结果,提出交通工程环境影响评价中,对已超标敏感点暂时按控制增量≤1 dB(A)作为推荐控制值,基本维持其原有的声环境影响状况。该研究结论同样适用于交通工程的环境保护验收调查监测测量评价。

It is a question worth of discussion that how to control the noise increment of the traffic engineering environmental impact assessment so that it could be accepted by human beings. This paper based on the summary of the drafting principle of the“Environmental quality standard for noise”, analyzed the responses of the human’s auditory on the noise variable quantities, through the regulations of the rail transit’s noise increment by the United States Department of Transportation, combined with calculation results of comprehensive uncertainties in the noise monitoring, put forward that the control increment≤1 dB(A)is temporarily used as the recommended control value to those being over standard sensitive points in the traffic engineering environmental impact assessment, basically maintained its original noise environmental influenced conditions. This research results could also be used to the traffic engineering environmental protection acceptance investigation monitoring measurement evaluations.
