Ocean, playing the leading role in the politics and economy, is an indispensable natural resource for the survival and long-term development for the Southeastern countries. Within different courses of historical develop-ment, there are different interpretations towards Ocean from the point of view of southeastern countries. Different from the great powers, the sea power concept from southeastern countries has its unique developmental logics. On the basis of the sea power concept of southeastern countries as the main study object, this thesis will show the chan-ges and development of logic of marine concept in small power.
