近年来，国家不断增大对科学研究的财政投入，各级财政部门和项目主管部门对于科研项目经费的使用与管理也越来越看重，并且逐年加大监督检查力度。本文从科研经费监管的必要性、科研经费监管存在的问题、完善科研经费监管措施等方面梳理了近些年国内科研经费管理的有关研究文献，并给出了相应的总结和展望。

In recent years, Outlays in scientific research has been continuously increasing in China. As a result financial departments and project departments at all levels pay more attention to the use and management of scien-tific research project funds, and strengthen supervision and inspection year by year. From the aspect of the necessi-ty, problems, and the improvement of scientific research funds supervision, this paper teases relative research liter-atures in recent years, and puts forward the corresponding summarization and expectation.
