为科学、独立、公正地评估基本公共卫生服务的效果，在归纳第三方评估的特点和意义的基础上，构建基本公共卫生服务第三方评估链模式。基本公共卫生服务第三方评估链模式的推行需要公信力好、专业化水平高、独立性强的第三方评估机构和政府协同监督四个方面的保障。在基本公共卫生服务领域运用第三方评估链模式，对于提高基本公共卫生服务项目管理水平，提高卫生资源分配的公正性和有效性及专项资金的使用效率有着重要的意义。

In order to evaluate the effect of the basic public health service scientifically , independently and impartial-ly, the third-party evaluation chain model was constructed on the basis of summing up the characteristics and significance of the third-party evaluation.The third-party evaluation chain model of the basic public health service was supported by good credibil -ity, high professional level , strong independence of the third -party appraisal institutions and coordination supervision of govern-ment.The utilization of the third-party evaluation in the field of basic public health service was significant not only in improving the management level of basic public health service , but also in the fairness and effectiveness of health resource allocation and use efficiency of the special fund.
