基于煤炭在我国能源中的地位和作用，分析了煤炭生产、消费、储量现状及制约煤炭工业可持续发展的因素，提出了实现我国煤炭工业可持续发展的战略思考。即及时转变政府职能，使其从法令政策的监督执行者转变为行业健康发展机制的缔造者，完善相关法律、制度、管理体制和市场运行机制。从资源开发的产权上，将煤炭资源的开发划分为国家所有制和私营企业所有制两类，开发经营模式分为国有特大型煤炭集团和私营煤炭集团；通过国有特大型煤炭集团来保持全国煤炭供需平衡和市场价格稳定，私营煤炭企业来完善煤炭资源市场优化配置。为建设安全、高效、环保、和谐的煤炭行业提供战略支持。

Based on the status and action of coal industry in our state energy resourse, the paper ananlyzed the present situation of coal production, consumption, reserves and the restrict elements of coal industry sustainable development, and the tactics thoughts of coal industry sustainable developmentcause were put forward, Which is transform government functions, made the transformation of government function from supervision and executiva-sion of decree and policy to founder of coal industry health developing system, perfect relative law, regulation, management system and market operating mechanism.Based on property rights of coal resources develop, coal resources development were divided into two kinds of state-owned and privated-owned, and the developing and engaging model were divided into state-owned and privated-owned extral large group;the whole country coal supply and demand balance and market price stable were adjusted by state-owned extral large coal group, coal resource market optimize allocation were perfected by privated-owned extral large coal enterprise.reinforce supervising strength to coal industry, provide technological support for coal industry development.
