我国在建设工程管理领域建立了监理工程师、造价工程师、咨询工程师（投资）和建造师等执业资格制度，促进了建设行业管理人员素质的提高。在对当前建设工程管理领域执业资格的实践深入分析后，认为存在执业资格设置不科学、执业资格管理模式不统一、不利于人才流动和社会资源浪费等问题。在借鉴PMP认证体系的基础上，提出了将上述4个执业资格合并为建设工程管理师执业资格的构想，并从各执业资格的工作阶段、工作内容和所需要的知识体系以及当前的建设管理体制等角度论证了可行性。建设工程管理师执业资格的设置可以有效地克服上述问题。

With the establishment of the socialist market economic system,China has set up four practicing qualifications in the field of construction project management and they are Supervision (Jianli) Engineers , Estimators , Consulting Engineer (Investment),and Constructor. The establishment of these qualifications has improved the quality of managerial staff of construction projects. Due to historical reasons,during the establishment of these qualifications,there is lack of unified planning that some problems arose. Considering the practice in the past 20 years,this paper proposes that the four practicing qualifications can be merged into one. Its feasibility and benefits are demonstrated.
