我国的基本医疗卫生服务制度建设已初见成效，但公民知情权的保障缺失问题不容忽视。目前，基本医疗卫生的政府信息公开制度建设严重落后于民众的知情需求，医疗卫生服务的“基本”性特征也“相应减损”了公民知情权的内容。法律制度的改进举措应包括三个方面的内容：完善政府基本医疗卫生服务的信息公开制度；将医方的告知义务统一化，实现知情权之权利内容与法律效力的等同；加快基本医疗卫生服务机构的管理制度改革，实现医疗资源透明、医疗人员技能水准公开的服务体制。

Chinese basic medical and health service system construction has already achieved initial success .However ,the issue of citizens lack of the protection of the right to know shouldn’t be ignored .At present ,health information disclosure system largely lags behind the informed requirements of citizens , the “ basic” characteristics of health services are“corresponding impairment” the content of citizens’ right to know . The legal system improvement initiatives should include three aspects :improving the government information disclosure system about basic health services ;unifying the obligation to medical information , achieving the equivalence of content and legal effect of citizens ’ right to know ;accelerating basic medical and health services management system reform ,in order to achieve a public service system with transparent medical resources and medical personnel skill level .
