Based on the analysis of the risk characteristics of the civil explosive materials’ production safety at present and the limitations of the seven safety assessment methods recommended in WJ9048-2010"The Guidelines for Safety Assessment of Civil Explosive Materials", a method of safety assessment in civil explosive materials safety production has been constructed basing on the comprehensive accident consequences. The practical application shows that the method can characterize the value of civil explosive materials’ safety risk, and can be applied in civil explosive materials’ engineering practice and perfected.
