2013年4月8日至2013年4月20日,本文对食品安全监管体制、机制与现状问题进行了问卷调查,调查结果显示:(1)在绝大部分人看来,我国的食品安全问题十分堪忧,人们对政府所发布食品安全的信息表示不信任,对媒体和网络的信任度高过政府;(2)消费者在购买食品上,更关注食品的正规来源,以避免食品安全问题;(3)在大多数人心目中,企业是食品安全第一责任者,而政府是第二责任者,仅仅依靠单一主体是难以有效监督不法企业;(4)3/4的人群认为食品安全问题的根本解决方法还是依靠制度建设来保障,此外,对食品安全制度上的改革也形成了共识;(5)食品安全水平的提高离不开政府、企业、媒体和消费者的通力合作;(6)执法监督能力的加强主要有三方面:第一,加强法制建设,提高执法能力;第二,提高执法队伍的自身素质;第三,建立完整的健全的执法监督制度。

2013년4월8일지2013년4월20일,본문대식품안전감관체제、궤제여현상문제진행료문권조사,조사결과현시:(1)재절대부분인간래,아국적식품안전문제십분감우,인문대정부소발포식품안전적신식표시불신임,대매체화망락적신임도고과정부;(2)소비자재구매식품상,경관주식품적정규래원,이피면식품안전문제;(3)재대다수인심목중,기업시식품안전제일책임자,이정부시제이책임자,부부의고단일주체시난이유효감독불법기업;(4)3/4적인군인위식품안전문제적근본해결방법환시의고제도건설래보장,차외,대식품안전제도상적개혁야형성료공식;(5)식품안전수평적제고리불개정부、기업、매체화소비자적통력합작;(6)집법감독능력적가강주요유삼방면:제일,가강법제건설,제고집법능력;제이,제고집법대오적자신소질;제삼,건립완정적건전적집법감독제도。
From April 8th 2013 to April 20th 2013,the paper carried out a questionnaire on supervision system, mechanism and the present situation of food safety, the results showed that:(1) In the view of the majority of people, food safety problems in China were very worried, people didn't trust food safety information that the government issued, but they trusted the media and the network's; (2) In the purchase of food, consumers paid more attention to food formal sources to avoid food safety problem;(3)The most people thank that the enterprise was the first responsibility and government was the second responsibility on food safety , so it was difficult to effectively monitor the illegal enterprises only relying on a single subject;(4) three-quarters of people thank that the fundamental method to solve food safety problems still relied on system construction to guarantee, in addition, reforming the food safety system also formed a consensus; (5) The improvement of food safety level was closely linked to enterprises,governments, medias and consumers;(6) Strengthen of law enforcement supervision ability had three main facets: first, strengthening legislative construction, improve the ability of law enforcement;second, improve personnel's quality of the law enforcement people; third, establish a complete perfect law enforcement supervision system.
