以湖北省为例,对汽车和钢铁产业海外高层次人才需求进行了预测。研究发现,湖北省目前引才工作存在供需不匹配、结构失衡和人才再流失三大问题。预测结果表明,到2020年,湖北省海外高层次人才整体需求量将达到14093人,而汽车和钢铁产业将分别达到350人和165人。建议如下:政策要进行产业区分,向需求迫切的产业倾斜;做好人才资源需求预测工作,建立科学完备的引才评价监督体系,解决供需不匹配的问题;发挥自身优势,科学调研人才归国动机,完善人才激励机制和社会保障体系,更加科学合理地引进和配置人才;优化创新人才特区机制,培育创新文化氛围,搭建科研创新平台,促进人才和经济共同发展。

This study forcasts the demands for overseas high-level talents of key industries in Hubei Province .It shows that there exists three main issues in the current work of introducing talents for Hubei Province :imbalance of supply and de-mand ,imbalance of the personnel structure ,and lost of talents once again .The results indicates that untill 2020 ,the overall demands for high-level talents in Hubei Province will reach 14 093 ,while the automotive and steel industry will reach 350 and 165 separatly .Based on the results the article puts forward four proposals :distinguish the policies according to indus-tries and lean to the industries that needs talents urgently ,forcast the needs of talents as w ell as establish a scientific and comprehensive system of evaluation and supervision ,take use of its advantages to study personnel returned motivation and improve the incentive mechanism and social security systems for talents ,enhance the innovative talent SAR mechanisms to form a culture of innovation and to build research and innovation platform ,so as to promote the common development of human resources and economic .
