青海医保城乡统筹和整合是省情的迫切要求。通过由点到面的整合步骤，实现了制度由分散走向集中，整体性空前提升；省政府加强顶层设计，统筹的持续性提升；筹资机制合理稳定，保障水平相应提升；制度运行稳健，城乡居民参保积极性提升；经办资源整合，管理服务效率提升。但是，经办能力、购买服务的意识、以强基层为主的“三改并举”等都需要加大推进力度。
青海醫保城鄉統籌和整閤是省情的迫切要求。通過由點到麵的整閤步驟，實現瞭製度由分散走嚮集中，整體性空前提升；省政府加彊頂層設計，統籌的持續性提升；籌資機製閤理穩定，保障水平相應提升；製度運行穩健，城鄉居民參保積極性提升；經辦資源整閤，管理服務效率提升。但是，經辦能力、購買服務的意識、以彊基層為主的“三改併舉”等都需要加大推進力度。
청해의보성향통주화정합시성정적박절요구。통과유점도면적정합보취，실현료제도유분산주향집중，정체성공전제승；성정부가강정층설계，통주적지속성제승；주자궤제합리은정，보장수평상응제승；제도운행은건，성향거민삼보적겁성제승；경판자원정합，관리복무효솔제승。단시，경판능력、구매복무적의식、이강기층위주적“삼개병거”등도수요가대추진력도。
Based on the current situation in Qinghai, it is urgent to integrate and pool the urban-rural medical insurance fund. By integrating from point to surface, the system has achieved the goal of centralization, and the level of integration greatly increased. Through the top level design in provincial government, the sustainability has been enhanced. With the rational and sustainable mechanism for insurance fund pooling, the level of protection has been increased. Since the system is running steadily, the initiative to participate has been improved. By the integration of insurance agency resources, the efficiency of management and service has been improved. However, the ability of insurance agency, the conscious of purchasing service, the practice of“Three Level Reformed Simultaneously”which emphasized the reform of grass-root, etc, remain to be promoted intensively.
