目前在我国要防治腐败，提高反腐倡廉建设科学化水平，关键是要构建三位一体的腐败防治防线，即加强廉政文化建设，从根本上使人不想腐败；完善反腐倡廉制度建设，从体制上使人不能腐败；强化监督机制，从力度上使人不敢腐败。新形势下提高反腐倡廉建设科学化水平必须“以教育引领，加强廉政文化建设；以制度保障，完善反腐倡廉制度建设；以监督约束，强化反腐倡廉监督机制”。

목전재아국요방치부패，제고반부창렴건설과학화수평，관건시요구건삼위일체적부패방치방선，즉가강렴정문화건설，종근본상사인불상부패；완선반부창렴제도건설，종체제상사인불능부패；강화감독궤제，종력도상사인불감부패。신형세하제고반부창렴건설과학화수평필수“이교육인령，가강렴정문화건설；이제도보장，완선반부창렴제도건설；이감독약속，강화반부창렴감독궤제”。
Under the new situation, the effective ways to improve the scientific level of anti-corruption construction are as follows:to strengthen the construction of clean and honest culture, resisting corruption from its source; perfecting the construction of anti-cor-ruption system, resisting corruption from its system; strengthening anti-corruption supervision system from the external supervision; On the basis of education, we can make people reject corruption, as well as strengthen culture construction ,perfect institutional construction based on system guarantee, and promote supervision mechanism by restricting supervision.
