总结了全科医生制度在我国基本医疗卫生服务体系建设过程中遇到的人才问题并分析其成因，就解决全科医生人才问题提出建议，指出岗位缺乏吸引力、转诊机制缺失、人才支持政策落后是导致我国全科医生人才问题的主要原因。因此，我国需要逐步推进留任环境的建设，落实全科医生制度的责任机制，建立以考核为目标导向的激励机制。

This article summarized the human resource problems and causes of the general practitioner system in China. Some suggestions were put forward. The main causes of the problems were lack of system of referral,lack of attraction and deficiency of talent support policies. Therefore,it is suggested to accelerate the construction of retention environment, implement the accountability mechanism of the general practitioner system and establish the incentive mechanism.
