充分发挥知识产权制度的作用，对于增强农业科研单位科技自主创新能力、转变农业发展方式、突破资源环境约束、加快现代农业建设具有十分重要的意义。以河北省农林科学院棉花研究所为例，总结了知识产权管理工作的经验与成效，分析了存在的主要问题，并提出了加强农业科研单位知识产权管理工作的设想。

Giving full play to the role of the intellectual property system has great significances to enhance the capability of independent innovation of agricultural scientific research units, change the way of agricultural development, break through resource and environmental constraints , speed up the construction of modern agriculture.Taking Institute of Cotton of Hebei Academy of Agriculture and Forestry Sciences for example , the article summarized the experience and effectiveness of intellectual property management , analyzed the existing problems, and put forward the working assumption on reinforcing intellectual property management in agricultural research units.
