财政竞争必然走向财政合作，竞争之中的合作理当成为政府间财政关系的基本态势。应该在鼓励和保护政府间开展有序财政竞争的同时引导和促进有序化的财政合作。基于此，本文从理论上分析了京津冀政府间财政合作的必要性及现实约束性，并探究了京津冀三地财政竞争行为的经济效应，最后探讨了京津冀财政合作路径及对策。

As financial competition invariably goes towards financial cooperation , cooperation amid competition should become a fundamental trend in financial relations among governments and should be well encouraged .In the case of Beijing-Tianjin-Hebei economic circle , orderly financial cooperation among governments of the three regions will certainly become the key to difficult problems derived from disorderly financial competition .Based on this idea , this paper theoretically analyzes the necessity and restricts of financial cooperation among Beijing-Tianjin-Hebei governments , and explores relevant measures for coordination of financial behaviors which help to achieve harmonious development of the economic circle .
