随着我国各项改革措施的逐步推进，权力运行体制机制逐步完善，各级领导干部正确行使职权的自觉性有所提高。但是要看到，当前，在某些地方某些领域“一把手”的权力仍然过大，如何解决“一把手”权力监督的问题已经愈发成为现实而紧迫的任务，要破解“一把手”监督难的问题，必须积极探索切实加强对“一把手”监督的路径，规范权力使用和运行。
