In the context of knowledge,innovation - driven has been a national strategy. This article describes the charac-teristics of the concept of innovation management and innovation - oriented country. Through summing the practice of build-ing innovation - driven in Jiangsu,we draw the significance of the innovation - driven strategy. At last,we make proposals for government management of innovation from the experience of the United States,Japan and South Korea.
