按产权与运营权的统一和分离,运营管理有自管和代管2种模式;研究市郊铁路运营管理模式的目的就是保障投资者权益,吸引社会投资者,形成投资的多元化,从而促进市郊铁路的发展。文章结合北京、上海、东京、香港等市郊铁路,对其运输特征、经济效益、融资方案进行了深入的研究;根据国家的政策,以及国铁巨额负债的现状,提出:由于市郊铁路的公益性特点,即使在政府营造政策性盈利环境后,市郊铁路的盈利性仍十分脆弱,因此,其运营管理原则上应采用自管模式。全部为新建工程的市郊铁路,应吸引社会资金投资,采用自管自营的模式;而利用了国铁车站、线路的市郊铁路宜由政府投资建设,采用国铁管理的模式,以保证市郊铁路的良好运营。

According to the unity and separation of property and operation rights,there are 2 models of operational man-agement,namely,self-management and escrow;the purposes of studying the operational management model of suburban railway are to safeguard the rights and interests of investors,to attract social investors and to form a diversification of in-vestment so that the development of suburban railways is promoted.I n this paper,a deep research is done on the trans-port characteristics,economic benefit and financing proposal of the suburban railways with combination of those in Bei-jing,Shanghai,Tokyo and Hongkong.According to the national policy and the present situation of the huge liabilities of our national railways,it is proposed the self-management model shall be adopted in principle because the suburban rail-way is featured by non-profit,though the profitability of suburban railway is still weak after the government builds a poli-cy-related profit environment.Social funs investment shall be attracted for the suburban railways which are completely new lines and the model of self-management and self-operation shall be adopted;while the suburban railways which uti-lize the stations and lines of national railways shall be constructed with the investment from the government and the model of management shall be used the same as that of national railways to guarantee its good operation.
