铁路路基工程海外项目受项目所在国自然地理环境以及政治环境等多种因素影响，具有较强的地域性及较强的专业性。为了更好地规避海外项目所面临的各种风险，需要从技术管理上进行分析和探讨，形成具有指导性的系统管理方法。文章分析了国内外铁路建设项目的区别，在勘察设计方面归纳了需要专业调研的内容，讨论了路基工程的研究重点，提出了技术管理具体要求，总结了近年来路基工程海外项目的经验教训，以期为我国企业进一步拓展海外市场起到推动作用。

The overseas projects of subgrade engineering are generally affected by the natural geography,political environ-ment and other factors of the host country,which makes the projects remarkable regional and professional.In order to a-void the risks in overseas projects,the technical management should be analyzed and discussed,and the instructive sys-tem management methods should be formed.In this paper,the differences of railway construction projects at home and a-broad were analyzed,the contents of professional research in design and survey were induced,and the research emphasis of subgrade engineering was discussed,besides,the requirements of technical management were proposed,and the experi-ences and lessons of overseas projects in recent years were concluded.All the above can promote the further overseas market development of domestic enterprises.
